Join fellow World Affairs Council members in conversation over dinner on the issues impacting our world. Connect and engage with others, share your thoughts, and explore how we can secure our global future.

Topic: Counterterrorism or extra-legal killing: When do strikes on nonstate targets cross the line?
Recent U.S. strikes on alleged Venezuelan drug boats and Israeli attacks on Houthi leaders have sparked debate about the legality of targeting non-state actors. Officials describe these as counterterrorism and self-defense efforts, but critics warn they may violate international law and set risky precedents. Are these strikes legitimate security measures, or do they cross legal lines? And are the two cases meaningfully different, or do the same rules apply? What could that mean for global norms, accountability, and future conflicts?
This is a no-homework event, but supplemental articles will be provided to attendees.

Tickets: $15 Members, $25 Non-members | Registration required
Registration is on a “first-come” basis and is limited to 20 participants.
